MINUTES OF MEETING:

The minutes of the meeting held on Thursday 26th May 2021 were agreed as accurate by DS/AB.

 Welcome from new Chairperson Helen Deery.

DECLARATION OF INTERESTS: 

The decision on any declarations lies with the individual Community Councillors.

  • AB declares interest as member of Capercaillie Group and bowling club.
  • HD has previously volunteered with Capercaillie Group.
  • JK declares interest with CNPA as CNPA Board Member and Capercaillie Group.

TREASURERS REPORT:

  • CM reported funds are £2414.30, plus cash float of £41.
CARRBRIDGE AHEAD COMMUNITY COMPANY and CvCC

AK (declares interest as a director of the Community Company) –

AK highlighted main incomes and expenditures of CvCC, to promote the point Community Council needs dialogue with Community Company with regard monies.

G Gerrard – discussed cash flow pressures as result of lack of events in 2020 and poor weather at Carve 2019. Emphasising funds will need careful cash flow management over coming years to maintain positive balance.

HD suggests increased openness of cash flow would benefit in the management of community expectations.

DS suggested reaching out to community for ideas to raise future funds.

G Gerrard identifies Grantown Initiative as potential model for community engagement.

HD suggests using multiple media sources to raise awareness and reach out to the community more effectively.

G Gerrard raised awareness of Carrbridge Ahead website and the application form for funding for available therein.

G Gerrard iterates importance of developing strategic plan for community development.

I Inglis working on inputs to a strategic plan. Pulling together diverse community team and framework for the creation of future vision and strategic plan.

DS raises ‘local place plans’ to involve communities in how they are developed.

HD emphasised the importance of youth inclusion in community development.

NMU route Carrbridge to Aviemore:

Nothing to report.

G Gerrard suggests expediting delivery through lobbying to de-couple NMU route from A9 dualling, in conjunction with other parties.

CAPER PROJECT:   

I Inglis reported on Path Improvement plans – the project has completed consultation, met with contractor who has been out scoping 7 proposed areas for improvement. The contractor is due to come back with designs and costs in July 2021.

YOUTH CLUB

AK spoke with Karen Stewart who has been progressing the Youth Club, with thanks to HC for their financial support.

No known decisions. Councillor Bill Lobban will follow up with relevant parties.

ROAD MARKINGS

DS reported the road markings are not expected to be refreshed until after re-sufacing work.

Awaiting response on Flashing sign from Mark Smith (who is currently out of office)

3,2,1 signs are in place. However, 1 sign is occluded by foliage, which the landowner will resolve.

TRAFFIC CALMING AND 20mph LIMIT

No update

AK noted Carr Road proposed calming measures are a planning requirment.

DS noted the calming measures will be subject to statutory consultation.

New House on station road was ‘refused’ in the decision notice.

ANY OTHER COMPETENT BUSINESS:

AB raises issue of footballs coming over from football pitch into Bowling Club as a health and safety concern. AB identified 2 possible mitigations:

1.       Light weight mobile goals will mitigate the problem, but not eliminate.

2.       Repairs to fence would also mitigate, but not eliminate. Councillor Bill Lobban will progress this request.

AK received email from a resident regarding a house in Orchid Place being used as an Air B&B. It was discussed that future legislation may place limit on this use of housing designed for local residence.

The holiday let house by Reed Court has caused noise (environmental health) concern. Councillor Bill Lobban commented that it is important that these events are logged for record with police. Additionally, CC could consider writing to owners suggesting they improve privacy.

AK raised, again that, the HC land around Ellanwood Road needs maintenance.
